The Prime Minister's particularly significant shift on the UK's post-Brexit ties to the EU on Saturday was intended to communicate to industry, to EU officials, and to European partners, in addition to his political supporters.
A Revised Process for Relations
Closer after-Brexit economic relations are now expected to be considered as within an regular schedule of direct negotiations instead of solely at this year's official assessment of the trade and cooperation agreement.
This represented the clear response to parliamentary pressure regarding a more ambitious renegotiation of relations that involved returning to the customs union.
Internal Calls
A number of MPs, trade union officials and senior ministers have added their voices to ideas highlighted by parliamentary moves last year that culminated in a symbolic resolution.
"We are better focusing on the single market rather than the customs bloc for our further alignment," the leader said.
He stated unequivocally that re-entering the customs union was not the current focus, as it undermines what he considers a major accomplishment of the past year: the securing of high-quality agreements with the America and the Indian subcontinent, with additional expected in the Middle East.
Focusing On the Internal Market
Rather than the customs union, his focus is on developing a "closer relationship" with the single market, which would preclude abandoning those international pacts globally.
When the UK officially exited the EU in early 2021, the agreement at the time stressed liberation from EU rules over seamless commerce for British firms in EU nations.
The current recalibration proposes synchronising with EU standards in several sectors to help the free flow of trade: food and farm exports, power, and the emissions market.
Commercial Demands
A leading commercial body last month issued a detailed set of new proposals in other sectors to help exporters deal with new bureaucratic hurdles that has hampered the export of products.
Its own survey indicated that a large proportion of companies surveyed agreed that the existing agreement was impeding business expansion.
A number of other areas could, realistically, see a comparable strategy – alignment with internal market standards – in return for reducing post-Brexit barriers across manufacturing, in the car industry, pharmaceuticals, or for example in value-added tax systems.
European Reaction
European capitals were underwhelmed by the limited scope in earlier discussions, specifically the British rejection of ideas put forward by some analysts regarding the effective return of British exports to the internal market.
The precise arrangements on energy cooperation and agri-food rules is yet to be settled. A plan for UK manufacturers to be participate in a European security fund has been delayed over the scale of the contribution, after reservations from France. Canada has joined the scheme.
Geopolitical Context
The UK has agreed a deal to rejoin a university exchange programme and to further negotiate a young workers initiative. This has facilitated progress for subsequent negotiations.
Some UK insiders say that the release last month of a Washington policy paper has altered the backdrop on UK European policy.
The document stated that the US would "cultivate resistance" to Europe's current trajectory and commended the "growing influence" of nationalist groups.
In government circles, there is an acknowledgement that the global landscape has changed again.
Political Calculations
Domestically, the governing party also foresees being pressured on European policy not only one opposition party, but potentially a further party, which is campaigning in its stronghold regions in local votes.
The Prime Minister's recent words are the product of a combination of business needs, politics and geopolitics as the UK starts a year that will commemorate the ten-year mark of the landmark EU vote.
